Our affiliated behavioral health programs work collectively to improve the
quality, effectiveness and efficiency of its behavioral services through its
system-wide Behavioral Health Council. Formed in 1999, the Behavioral Health Council includes representatives from each of the behavioral health programs across CHE. Members meet quarterly to improve communications, address
common issues, develop solutions, advocate for their clients and share expertise
and best practices.
Purpose
- Provide a forum for CHE behavioral health leaders for discussion and
exchange of ideas
- Create a collaborative network for exchange of best practices
- Maximize efficiency and effectiveness of behavioral health services
- Provide oversight of behavioral health patient satisfaction and address
behavioral health quality issues
- Promote advocacy initiatives to improve access to behavioral health
services
Since its inception, CHE's Behavioral Health Council has pursued the following
projects for the benefit of all its programs and the patients they serve:
- Developed clinical quality indicators and measured outcomes
- Established a separate Quality Council to focus on quality improvement
- Began regular surveying of patient satisfaction
- Performed a comprehensive market assessment for each of its service
areas
- Developed systems for monitoring and improving financial performance and
productivity through benchmarking
- Provided management educational programs on corporate compliance, HIPAA,
productivity measurement, and managed care contracting
- Improved staff communications by forming interdisciplinary management
workgroups
- Pursued advocacy initiatives relative to passage of the Mental Health
Parity Act
- Improved inter-hospital communications by publishing system-wide staff
directory and developing computer discussion list
- Completed an assessment of each facility's organizational structure,
systems and business practices; and initiated improvements where
necessary

development
- Benchmarking outpatient behavioral health programs
